< Previoushealth ITThe Department of Health and Human Services IHS Health IT Modernization Research Project is a major step towards replacing or modernizing our Resource and Patient Management System, commonly known as RPMS, and health IT infrastructure in 2019. In September 2018, HHS awarded a contract to Emerging Sun, LLC, with subcontractors Pistis, LLC and Regenstrief Institute for this project. This contract is sponsored by the HHS Office of the Chief Technology Officer and was planned in close cooperation with IHS senior staff and OIT. The project will provide valuable insights, paving the way for IHS to modernize our health IT infrastructure, applications and capabilities. Through national vaccination campaigns that were embraced by patients and providers alike, we have been able to eliminate smallpox, polio, measles, whooping cough, diphtheria and many other infectious diseases that plagued our citizens regardless of age, gender, nationality or ethnicity. Nowhere has this effort been more noteworthy than in our American Indian and Alaskan Native (AIAN) populations, whose healthcare needs were often unmet for a variety of reasons that included cultural, logistical, and other mitigating factors. As noted by the Centers for Medicare & Medicaid Services (CMS), this effort has been especially noteworthy in our American Indian and Alaskan Native (AIAN) populations. Focused efforts by physicians and nurse practitioners working in AIAN communities and governmental agencies — be they federal, state, or tribal — have helped eliminate diseases that once decimated our country’s indigenous populations due to their lack of immunity. Although the war on infectious disease has made great strides, there remains a serious amount of work to be done to prevent diseases for which vaccines are underutilized.According to statistics compiled by the Centers for Disease Control and Prevention (CDC), in 2015 (the most recent data available), only 39.3% of AIANs received the flu vaccine, compared to slightly less than 60% in non-AIAN populations. In addition, only 60% of AIANs in 2015 reported having received the vaccination for pneumococcal pneumonia. These matters are literally of life and death. According to the CDC, the combined death rate from pneumonia and influenza is almost 8% of those infected. All available evidence suggests that increased immunization could lead to significantly fewer deaths.The Centers for Medicare & Medicaid Services (CMS) has made immunizations a priority for the 120 million beneficiaries it serves. CMS is particularly focused on increasing the rate of immunization for seniors as well as underserved, rural and AIAN populations in order to prevent influenza, pneumococcal pneumonia and shingles. CMS has contracted much of this important work to healthcare quality-improvement experts. There are 14 of these groups, called Quality Innovation Network-Quality Improvement Organizations (QIN-QIOs), throughout the country.Health Services Advisory Group (HSAG), the QIN-QIO for Arizona, California, Ohio, Florida and the U.S. Virgin Islands, has worked diligently with providers serving AIAN and non-AIAN Medicare and Medicaid populations to improve immunization rates. HSAG delivers actionable data to patients and providers in AIAN, underserved and rural communities. HSAG also explains the payment incentive program available to providers who document and administer vaccines.By reporting immunization activity to CMS, providers are rewarded in the form of added payment for helping prevent disease, and the healthcare system potentially saves millions of dollars in averted emergency room and hospital costs. For me, that meeting was with Ken Blanchard. Dr. Ken Blanchard is the co-author of the groundbreaking best-sellers, Gung Ho! and The One Minute Manager. Together, these leadership books have sold more than 21,000,000 copies and have been translated into 42 languages. My meeting with Ken Blanchard happened at the Servant Leadership Institute in San Diego in 2017. I shared with him that I read The One Minute Manager 25 years ago, and it was so life-changing that I gave a copy to every new manager that I supervised. I told him that reading his book allowed me to come to understand how powerful an individual’s self-esteem is and just how far positive recognition of people’s successes can really go. Ken was in San Diego promoting his book Servant Leadership In Action: How You Can Achieve Great Relationships and Results, which includes a collection of essays from 44 authorities and practitioners of servant leadership. I was especially interested in what he had to say about servant leadership since I had been practicing this style of leadership at Mille Lacs Corporate Ventures since 2013. So, what is Servant Leadership? I get that question a lot. Often in life and work, we become focused on tasks instead of people. This allows the “results first, people second” mentality to creep in, which can lead to low morale and even lower performance.Servant Leadership is just that — serving as a leader. That means supporting, engaging, re-investing, valuing and empowering your teams. If you think about it, it’s common sense. So why are too few leaders capable of exhibiting the qualities that employees most seek in the person they think of as their leader? In today’s fast-paced and highly competitive marketplace, leaders are faced with having to motivate and inspire employees in new ways to retain talent. Success may take a new level of engagement, reconnecting and paying attention to the real conversation behind every interaction.
