About Celia
Tribal member, Celia Stall-Meadows, EdD established and manages the I.T. tribal research department at Choctaw Nation of Oklahoma. She has decades of institutional research and grant implementation at the university level and has published numerous research articles. She currently leads the Choctaw Nation evaluation team for two federal grants, Tribal Opioid Response (TOR4) and Adult Reentry. If federally funded in October 2026, her team will also evaluate the grant, Implementing Zero Suicide in Health Systems. These grants are funded by Substance Abuse and Mental Health Services Administration (SAMHSA) within the U.S. Department of HHS. She’s a member of the American Evaluation Association.
Stall-Meadows is a scientific member of Choctaw Nation Institutional Review Board (IRB), serves as IRB chair, and ensures that human research on the reservation protects tribal members, our culture, and heritage. She holds current CITI certifications in human subject research and has completed HIPAA training.
