This conference session will explore how tribal cultural values combined with IT best practices can help your team keep pace with technological progress and deliver high-quality services and solutions. Today’s complex communications environment poses many challenges to the public safety community, especially to tribes with unique needs and infrastructure challenges. The Cybersecurity and Infrastructure Security Agency (CISA) has established programs, resources, and tools within the Emergency Communications Division (ECD) to directly assist sovereign tribes with assessing, enhancing, and utilizing communications technology, at no cost to tribal departments and agencies. The ECD Tribal Emergency Communications Team serves as a single point of contact to help tribes access these technical expertise, services, resources, and tools to help them strengthen and protect their communications systems and infrastructure and serve their communities. CISA’s technical assistance assists tribes in their efforts to maintain tribal sovereignty, build resiliency, and identify technology solutions flexible to meet a tribe’s communications needs. During this briefing, participants will learn about technical service offerings, programs, and resources available to tribes and how to access them. Participants are encouraged to articulate any challenges their tribe may face so that the presenters can identify potential support opportunities and resources during the Q&A session. Attendees will develop an understanding of the technical assistance service offerings to improve public safety communications infrastructure, governance, and usage in Indian Country; available at no cost. Also learn how CISA’s technical assistance can support tribes with developing and enhancing their public safety communications, emergency planning and preparedness, and long-term resilience. Will be able to identify an understanding of local staffing and resources available within each region to provide direct support to tribes and the process for tribes to directly request technical assistance to support public safety communications.

Artificial Intelligence (AI) is certainly having a breakout year. Every day there seems to be some new AI driven Cyber Security tool or service that becomes available. Discussion centers around the challenges to get this device information into the providers hands, and patient health records securely, as well as the new rules coming out January 2024 for cyber compliance of devices of implantable technology.

The Indian Health Service (IHS) has progressed into the building phase of the complex, multi-year effort to modernize its Health Information Technology (IT) infrastructure. IHS has reviewed proposals from the industry for products and services to fully replace the Resource and Patient Management System (RPMS) and the RPMS Electronic Health Record (EHR) with modern, proven, commercially available solutions. HIT modernization will be a transformational effort for IHS and our tribal and urban Indian organization partners. This session will: 1) Review the background and drivers for HIT Modernization; 2) Update you on the progress of the HIT Modernization project to date; 3) Discuss the challenges and opportunities for governance and change management with an enterprise solution for the Indian/Tribal/Urban (I/T/U) health systems.

Gate 15 will facilitate a two-hour workshop on the threat of ransomware and best practices surrounding it. Participants will be both learning and actively engaged in discussing the complex and pervasive threat of ransomware. The workshop provides opportunity to share ideas on actions taken and considerations made that help secure networks and effectively respond should an incident occur. While discussing current, evolving threats, the exercise will look at White House-recommended best practices, what organizations are doing today, and other key considerations. Gate 15, the research analyst arm of the Tribal Information Sharing and Analysis Center (Tribal-ISAC) and will also discuss how information sharing among tribes on cyber related incidents is critical to preparing for and responding to ransomware and other cyber related incidents.

Lisa Norton is the COO of The Confederated Tribes of Siletz Indians of Oregon, which was recently awarded a $500K Tribal Broadband Connectivity Program planning grant to help start the process of assessing the broadband needs of the community and determining the best path forward. Panelist, David Ackerman works with Native communities to design, build and implement sustainable tribal broadband networks. Our panelists will share their varying experiences in navigating the Tribal broadband funding process and best practices that have helped them in assessing and solving broadband connectivity challenges for their communities and establish and maintain Tribal broadband sovereignty.
